I believe this has been faked. The fractal seems to have been added to a normal photograph after the picture was taken. If you save the image to your hard-drive and use a graphic editor to enlarge the view, you can see portions of the fractal image on top of the straps. Plus there are pixels distortions in several places: • the chain of the necklace • lower right elbow • etc...

I looked at the 450x599 image in Photoshop and it does not look fake to me. If it is, whoever did it is waaaay better with Photoshop than I am. Of course, as Paul says, it might not be a real tattoo but rather a transfer of some sort. Actually, I do not like tattoos.
