hi, I don't know exactly what Bill Frisell uses or has been using, but I think he has a compressor and plays mostly on the bridge pickup. He has been using a volume pedal a lot, but I think he stopped using it. His typical swelling tones are produced by his fingers using pull-offs etc. plus the compressor. I think I saw a rat distortion pedal. I read somewhere that he has a loop device, something handmade. It's capable of producing backward loops (can be heard a lot on his recordings). He has been using teles and strats and his custom made klein guitar, at least this is what I saw. Last time I saw him play he used a tele plus some acoustic guitar. Some time ago someone on the list asked for the guitar ribot was using in Electric Masada.
