You know, I'd lay odds that this is a joke. It's running like John says, seven second clips of hundreds of songs an hour, but I talked to a friend a few minutes ago who actually listens to this cra ... I mean station. Apparently they're given to playing jokes like this. A couple years ago they spent weeks playing up a mysterious format change, and on April 1st debuted their new all-disco format (for one day).
