I don't know offhand the exact pedals, but I've gotten close using a VST that simulates a four-head tape delay (like the old Roland Space Echoes) with a programmable amount of flutter and rolloff. That "underwater" sound of his seems to require a tiny bit of pitch variation. Or maybe I don't know what I'm talking about. And hey--Google is my friend. Turns out, I pretty much don't know what I'm talking about. He seems to be able to extend his tones in a way you can do with a keyboard and the sound is very digital to my ears (thats why i think he uses digital delay). What i also like is that you cannot hear him pick a string with a pick (which can be very annoying sometimes).
He uses a volume pedal for that (I'd remembered this from another article, but the above confirms it). Depending on how your guitar's controls are laid out, you can train yourself to do it with your pinky on the volume knob as you pick.
