So you got the 411 on Sugimoto, can't tell much on Ambarchi and Dafeldecker but I know Jérôme Noetinger a little better. He's the guy behind Metamkine, which is a distributor/mailorder catalog (I might as well give them a plug: http://www.metamkine.com/, of course I am not affiliated with them in any way), a label (with the well known "Cinéma pour l'Oreille" series of short musique concrète pieces; their releases are too numerous to mention but you'll find names like Luc Ferrari, Michel Chion, Michèle Bokanowski, Bernhard Günter, Jim O'Rourke, Éliane Radigue, Erik M, Lionel Marchetti or Jean-François Laporte), and a group (Cellule d'Intervention Metamkine, with Christophe Auger and Xavier Quérel). He plays a lot of improvised shows using electro-acoustic devices, one of his projects that I really like is his Revox duet with Lionel Marchetti. He can be heard on lots of recordings lately, such as a duet with Erik M on Erstwhile, and as part as groups, the better known being MIMEO, but let's not forget Quintet Avant who put out a great LP on Mego earlier this year.
