Do you have any more info about this? I'd be glad to investigate this a bit further, but most roads/streets in Tokyo have no name, and when they have they are usually boring names like Yasukuni dori or Dogenzaka. I tried Google but beside references to the publisher or links to seedy Tokyo night spots I didn't find much of interest...

If memory serves, Hips Road was actually the name of a clothing boutique (maybe even a chain) associated with hideous mid-eighties Japanese all-girl teen-pop sensations Onyanko Club. Along the Menudo line, they had a constantly revolving membership.
