The quote comes from a phone interview I did with him while writing my book Music Universe, Music Mind (http://www.arborville.com). He is referring to "throwing rote licks and falling back on old forms during improvisation," and yes, there is more to it. He uses "frozen information" in a larger philosophical sense, referring to books and ideas, as well as music. I interpret what he's talking about as what some call mindfulness, living compeletly in the moment, responding with or expressing that which is an aspect of your consciousness at that moment, as opposed to referring to a memory of a sound or an idea.
