If you're referring to the hypnotic trip in Downtown Samba, I've spent many hours listening to that track and I'm pretty certain the words are a station identification for Porto Rican national television and radio. If you listen to it long enough you'll hear: Aqui a la radio television de puerto rico lo statione With the "a" following "aqui" just a euphonic addition. I.e. it's not a word it's just there "for kicks". It almost sounds like a voice from a shortwave radio as they identify themselves to the world. I really like it. Yeah, i noticed that too. But I didn't think it was exactly the same, in Solid Pleasure he says something like "akialargiotelevisione...", but it's very close.
