As with any band, promo releases are not about making money, but about advertising. As such, they are not sold, and are not intended for fans. A good promoter will know the DJs at radio stations in areas where there are many fans, they will know contacts are retail CD stores, and if it is a touring band they will know representatives who can book clubs or other venues where the band might play. Depending upon how important each avenue is (radio play, retail record sales, live boooking), the promoter for a band will determine how many promo CDs are needed. Depending upon the budget, enough promo CDs are pressed to be given away - mailed specifically to the people in the business. What happens is that radio stations give away promos that they will never play (sometimes to interns who sell them right away), and other marketing types probably clean house every once in a while since they get promos all the time. These promos makes their way to used record shops, eBay, and to collectors. Part of what makes a promo so special and so colectable is that there really is no way to get one officially unless you are a DJ at a prominent radio station, owner of a retail record store, or owner of a venue where the band wants to perform.
