I first came across the DVD on ebay about a year ago and since there was no clue in the item listing that it was either a Russian dvd or a bootleg, I didn't discover until after I'd bought it that it's region stamp doesn't allow for players in the US.  

It took quite a while to figure out how to play the disc without resetting my burner's region stamp (I used a program like DVDRegionFree).

Still, the quality of the tracks is actually pretty good.  I've managed to rip the video off the dvd and will eventually burn a region free dvd of my own that I can play on a normal player, but until then, the original dvd is nearly inaccessable.

This is plainly a bootleg dub of a vhs copy, and as much as I'm tempted, because I WANT a dvd collection of all the promo clips, I'm going to  patiently wait for Yello to do it right.
 
Transferring vhs clips to dvd do not a dvd make!
