Does anybody know where one can have secondary flat mirrors and/or diagonals tested locally for optical quality?

You know, Kim, it's not quantitative by any means, but you can get a good idea of the quality of a star-diagonal simply by studying the diffraction pattern both with, and without the diagonal. If high-quality, the pattern will be unchanged. Replacing the secondary mirror in a Newtonian is a somewhat more involved process, but if you have one that is known to be top-notch, the same observational test is valid.
