This is an design idea that I ran across on the web for energy conservation that marginally contributes to urban dark sky initiatives - Lunar resonate streetlights http://www.civiltwilightcollective.com/lunar4.htm These are modifications to the lighting switches on street lights that turn the streets lights off during the full Moon brightness when they are not needed.
