I will be traveling through southern Utah in April and I'm
curious about
dark sky sites there. The names I keep seeing are Moab, Arches and Hovenweep Nat Monument. I will be bringing along my 12.5" Obsession.
What is the weather like in April there? High winds? I know that can be true of New Mexico.

I would point out that the main difference between Cedar Mtn and the Wedge is Cedar Mtn is higher in elevation and has fewer camp sites with good horizons for telescopes. We generally used the Wedge for large groups, when alone I found Cedar Mountain more desirable.
The dirt roads are well graded, but in some conditions 4WD is needed (heavy rain or snow). Roy,
