I observed out there many years ago, with park rangers permission. The sky is not any better but the horizons are fantastic, it is a little like observing a lot further south than Utah is. I highly recommend the site. It is well over 10,000 ft and everything south is at about 5,000 ft elevation. If it is stormy I doubt you want to be out there. There is also no chance of visitors as there is a locked gate about 10 miles from the site.
Yes, you should register in advance and book camping or hotel in advance. I think the conference is generally held where there are more hotel rooms available. do we have to register for the event or just show up? I see they are

My understanding is that the gates will be kept open and we cannot close Rainbow point off or restrict access in any way while we are observing. We can ask people nicely to walk in or turn their headlights off and guide them in but otherwise it is a public area open to the public without restrictions while we are observing. However public traffic is bound to minimal.
