From experience Arches is quite light polluted. Island in the Sky in Canyonlands near Dead Horse Point is a great place. But, from now until about mid-August you have to contend with no-see-em gnats that leave unpleasant bites.

You might even try camping at Arches National Park. I bet there are some good places to set up over there and the light pollution would be to the south. I may go back in the fall and check out the Needles section of Canyonlands. There is good four-wheeling over there. You may even want to check out the Horseshoe Canyon district of Canyonlands. So much to see and do in that area that it would take a lifetime to see it all.
