This has been going on here in Utah for a few years now. Here is a program that Weber State and Utah State have been doing. I have been in the planning/construction stage of this project for a few months now. It's actually doable for less than $150 if you are patient and use Ksl.com and ebay. I am trying to come up with a way to get the balloon to not pop as low (subjective term I know) as they did. If anyone is interested in doing this project, drop me a line.
