I still think that calling Ron Case or one of those companies is the right thing to do--they'd have the experience, and they can at least give a free estimate as to what the job entails. Or put it out to bid to a few companies, but that'd probably take a bit more time and energy than we'd like. How about a paint on white roof sealant?? Or apply a bonding sheet and paint over with a waterproof sealant, this would form a solid dome cover, this was dome to Mees Observatory and should last 50 years.
