It appears that he is working on his own and not for the government. Arches, like our other National Parks, is suffering from the automatic spending cuts - the sequester. Arches must be happy to have him as it draws people into the Park. They have been trying to get people back to camping in the Park to bring in revenue. Arches has been in competition with Moab's night life for the past couple of decades.
