I'm sticking with female, based on Steve's photo and the breast markings. Differences between head markings are much more subtle between males and females, especially this time of year. I've been watching local Kestrels for 30 years. There might be a regional difference between those up north, and south. And I could be dead wrong, lol! I asked our Park wildlife biologist. She says it is indeed an American Kestrel, but more likely a male (based on the cap and head markings) and of course it is a species of falcon.
