I just heard back from Chad. Here's what he said:
We can indeed see Las Vegas from Bryce Canyon. From Yovimpa point the St. George and Las Vegas glows merge, but there is a distinct double hump on clear nights, the left one being LV. We cannot parse the two light domes out from one another, but I'm going to guess that LV is about 10-25% of total light pollution seen from Bryce Canyon.

Are you sure it was Vegas. Chad Moore said the main light polluters are the 600 plus billboards between Fillmore and Cedar City. Their lights all point up. To change them to point down would cost $1,000 each.
