I'm certainly just speculating here - but I think that statement referred to other manned missions (other than ISS). So, I think this means a cancellation of shuttle science missions. The danger would be that perhaps this would also mean no additional Hubble service missions. It's definitely possible that they might mess with the unmanned budget - but I agree that this would be a major mistake.
