It does move fast but has always been plainly visible to my eye when watching through a scope.
I did try shooting pictures of a shuttle transit once. It moves just as fast as ISS. I only got it because I waited until a couple of seconds before the predicted time and then had the camera take pictures as fast as it could (3 frames per second).
Happily the shuttle was in two of the images. Alas, I got the exposure wrong (way overexposed):
