Kurt: Fractional time zones are really a civil govenment issue, not a tech issue. There are places in the world where timezones are one half hour different from neighboring zones. Luckily not in the US. It won't increase your pointing accuracy. If you have accurately entered your longitude (or get it via GPS) you're covered already. Assuming a fractional time zone will increase the hand controller's pointing accuracy, any recommendations for or how to compute the factional hour zone minutes?
