If you are not prepared for bears, stay out of the back country. Bears were here first, and dont recognize your contrived Constitutional Rights. You can't sue a bear, and the government can't control their behavior. Therefore they are not responsible for their actions. I know, an idiot attorney would still argue otherwise. Some people simply don't belong in the back country. It's up to them to admit it to themselves. There is no Constitutional Right of protection from nature or one's own stupidity.
