The stars shouldn't move at all, even when panning to Mars. I'm chalking it up to artistic license, just to impart a sense of movement. You could slew to Pluto and the stars still shouldn't move. Basically it's showing the scale--Earth is 100 pixels wide, and it shows in pixels how far it is to Mars at it's closest...
