The designs exist, but they are costly and massive, meaning energy-hungry to move around. Water makes a dandy shield but nobody has the cash to send an olympic-sized swimming pool to Mars. That was where I was going with my comment about spacecraft being the size of navy ships. We still have the mindset of sending Winnebagos to Mars, instead of a passenger locomotive. It's all the public is willing to fund. On the other hand, spend half of the military budget on space exploration, and now we're talking about the beginnings of a real space fleet that could cover a lot of real-estate.
