So, you already know where it is.
The site in the picture is definitely around 5600 W and 1400 S in the
Salt Lake Valley (have a look on Google Earth). But you're right about Bill's site being in the Cedar Valley. Bill went so far as to form a non-profit corporation and had the site surveyed. But now it's turned into Eagle Mountain.
