I wouldn't object to the use of SPOC for a fee as long as we control access to the facility. I wouldn't want them to run helter-skelter through our observatory.
From reading their needs I get the impression that SPOC exceeds the needs and wants for the project. Someone's more modest backyard observatory might be more suitable.
If they were to want a full scale star party with their "star" participating I would also ask for an appropriate fee and travel expenses for participants. It could actually be fun.
