Ken, there actually was a period years ago when there was no fresh data available for a while, and duplicate packets were sent out. Some people got rather upset and opted-out; I remember reading about it. I may try looking this up as time permits. It wasn't done to "waste" anything, I think the organizers just wanted to keep people from getting frustrated if nothing was available for them to work on.
