The special use permit from the Park Service allows us to partition a portion of the parking area off for ALCON attendees. The public will have ready access to Rainbow Point that is true, yet we are allowed to restrict access to at least a portion of the parking area where we are observing. Some of these details will be worked out at future ALCON planning meetings. Thanks.
