It has never even crossed my (narrow?) mind that NASA could have any purpose other than the advancement of science. I'm not sure exactly what point you were trying to make in the foregoing paragraph, but I sure hope that "providing jobs" is not the primary (or secondary, or tertiary) purpose of NASA or any other government agency.
