Noted pioneering digital planetary imager Dr. Donald Parker got fantastic images from his Florida location, through ocean haze and at essentially sea level. He felt that a steady atmosphere would counter any other obstacles, such as altitude, latitude, haze, and the occassional turbulence...with patience.
Even the most noted imagers only show their good stuff. Damian Peach has hundreds of thousands of crap images, have no doubt.
