Without fulling knowing what exactly you have and what you're doing...this is my best suggestion: I assume along with your dsp to terminate your circuit, that you also have some more 3com equipement to go along with it (a complete chassis including the arc and nmc)
From my persepective...forget about configuring the dsp's via console. In order to do that remotely you'd have to setup some funky stuff on the arc and then telnet via a custom port.
You should be configuring your cards using TCM (total control manager) which is a GUI that interfaces with the NMC and provides you a 'picture' of your chassis/cards, along with the ability to configure them and all that good stuff. Setup minimally your arc and nmc and get them on the network (ip,netmask,gateway). The bring up the chassis in TCM by putting in the NMC address and the snmp strings (default is public / private). Once you see you dsp via TCM...highlight the top portion of the card (the span) and you can configure from there. Are you issuing the command 'cmd dchanup' from the DSP card? I believe what you're going to want to do is bring up that chassis using the NMC / total control manager and configure the dsp settings from there using TCM.
