Just wanted to thank everyone for their help with my problem. It was Joel's 4th suggestion about the MTU that was causing all my problems. Once my unix person made the adjustment to 1500 on the Authentication server, life became good again. Also I figured out that I needed to update the Hiper DSP's to 3.5.109 Again, Thank-You ALL for your quick suggestions - responses to my problem. They were a life saver for me. When you say that you can't get there either - is then only when you dial up or even when you are plugged in directly via ethernet cable?
My first thought would be a problem with your connection upstream from your rack. If you can get to sites on your local network but not on the internet, sounds like problem starts at the gateway to the internet. You can prove this or rule it out by plugging into your network directly and see if the problem is still there or only affecting the dialup.
Second - if it's only dialup, reboot the ARC. if the problem goes away, there's the problem - upgrade the firmware on the ARC.
Third - again, if it's only the dialup, upgrade firmware on the DSP's - I've said it before: 3.5.12 is the work of the devil (yes, the devil works for 3Com :-)
Fourth - make sure your Radius server isn't sending a setting for MTU (Framed-MTU, I think) with the access-accept. If it is, either get rid of it, or make sure it's set to 1500.

I'm having an issue with users being able to browse the web. After the users dial in, connect, authenicate, they try to go to, for example: www.google.com. Sometimes google comes up quickly, other times it takes several minutes, other times google doesn't come up at all. Now, these sites that users as well as myself can not get to, we ping and traceroute to these sites just fine. No problems, no lags, ect. Some users connect to the USR Total Control chassis at 26000, 28000, 33600, 44000, 50000, 52000. Now we can get sites that are local to our domain to come up within our web browsers just fine, everytime with little to no speed issue at all. Does anybody have any suggestions?
Here is some info on my USR Total Control Chassis:
using 24port Hiper DSP's - 8mb dram, 2mb flash, software ver 3.5.12 Hiper Arc Router - 131mb dram, 16mb flash, software ver 5.3.3 Hiper NMC - 131mb dram, 62mb flash, software ver 8.7.3
Please note: I've not made any recent changes nor software nor hardware upgrades when this problem reared its ugly head.
