Hello all, Over the weekend I was at NCMEC being briefed on Operation Site Key. Site Key has an interesting history and is fairly fresh information. Instead of Knock and Talks as we did with Operation Avalanche, Search Warrants will be predominently used in this operation. This week we will need to meet as a state wide task force for a Site Key briefing. I have the offender lists for Utah, Idaho, and Montana. FBI CJC Unit Chief Michael Heimbach was present during the briefing as this is a joint effort between the FBI and ICAC Task Forces. As far as I can tell there are approx. 110 individual names on the Utah list. There are approx 35,000 offenders nationwide. Michelle Collins from NCMEC told me that they have found at least one known child in their database for every child pornography possession case they have been asked to help with. I have a cd that shows you how to use their services. While in DC I went to the U.S. Customs Sevice Cybersmuggling Unit and learned about their new Known Victim Child Porn database. I also received the "Boyswillbeboys" database for Utah. That information is too old for search warrants and should be handled with Knock and Talks. OJJDP notified us that they want ICAC task forces to increase their spending for training in 2003. NC3 is going to be more involved with special training for ICAC investigators next year.
