Same thing happened to me...I asked for Best Available, got section 117, and realized that there was no way these were the best seats possible.  I tossed them back into the pool, requested floor seats on my second search, and got Row 2.  How Ticketmaster figured section 117 was better than row 2 on the floor I will never know!
