They could be, although there is little point. You wouldn't be able to reproduce the 6 channel sound from the MP3 file, it would still only be stereo.

... and before anyone says it's impossible to encode DTS to MP3, Cyberlink PowerDVD will decode DTS discs, without the need for hardware decoders.... you just don't get the same surround effect.
