Actually, it is to "encourage" the UK public to buy the more expensive
UK release (with "special bonus material"), rather than the cheaper
Continental version (*without* "special bonus material". Japanese
companies do the same thing.

It also generates a few additional export sales to trainspotters
worldwide.  ;)
