You might want to launch out on Padre Island National Seashore. You turn right at the Bird Island Basin sign just after entering the National Seashore where you pay your entry fees. I've sailed there and the good wind with smooth water is a blast. You will find a large number of windsurfers there as well. I'm between sail boats right now or I'd try and meet you down there. You have 100+ miles of fairly protected water to the south. You do need a chart if you venture out of the Intracoastal Waterway as it can be quite shallow.
