Hi Louis, I had this problem with my M15 when I first sailed it as well. My solution was to build a teak plug with a cap on top of the plug. The CB line went through a close fitting hole. With the CB down, and sailing, the teak plug was down in the CB pennant hole, plugging the hole. No more water in the cockpit while sailing. Another thing that helps is to get weight up forward in the M15 so that the transom is not dragging through the water.
