Dumping them in the toilet can be very messy if you are not careful. Some older sewage systems used to have problems with the types of chemicals in RV style toilets. The same chemicals that "sanitize" the portable toilet can "kill" the process in those types of systems. One place I worked would allow RVs to dump only after they added a metering system that let the waste slowly trickle into the system. Oh yeah, they charged a hefty fee for that add-on.
