How about genetically engineered interluxe eating microbes? The R&D would be high, but the satisfaction and potential royalties could be huge. ;^) I'd try stripping it first. How about powdercoating it? It could be done in a hard dark black, electrostatically bonded, and should be durable as well as good looking. The old 17 and 23 rails were coated with hard black anodizing. As far as I know, the only way to get it off is to sand it. To repaint, I would sand (or sand blast?) the rails off, coat them with epoxy primer, sand lightly, and paint them with LP or Deltron.
