I had thought my problems with tilting the outboard on my M15 were just because I am overpowered with a 4hp motor, but apparently this is a common problem, even with smaller motors. It really isn't that big a problem, you just need to clamp a board to the outside of the motor mount so that the motor moves back as far as possible. I just use an old piece of wood I found in the garage and use the motor clamps to hold it in place.
