My '76 still has what appears to be the original centerboard winch. It is a Lewmar 6, and yes it is a ratcheting winch. Dave Scobie is probably right; your pawls are probably gummed up and you just need to clean and relube your winch. If that is not the case, these small winches are a dime a dozen on Craigslist or at marine salvage yards and consignment shops. I may have mentioned this before but I think you may be misinterpreting your hull #.
