The ramp we launched our Montgomery's from on Ross Lake is in the United States but accessed through Canada and involved about 35 miles of good but dusty dirt road. Getting across the border was easy and I remember no complication related to the boat. Much easier than Mexico! I canoed Ross Lake with my son 20 years ago. At that time we had to carry the canoe down a steep hillside to launch. The only ramp was on the Canadian end of the lake at the end of a long dirt road.
