I replaced my M15 board (lost is due to pin pulling out)with a new factory board and Bob Eeg included a new pennant. It was braided dacron with the core removed from the last 3 - 4" at the board end. This allows for a thin stopper knot in the board so the knot doesn't jamb against the sides of the trunk. It is a very precise fit. Is the pennant really frayed and needing replacement
Replacing the pennant is easy if (If!) you can get the keel far enough off the ground to let it drop so you can get to the attachment. It's just a line with a knot in it that nestles in a hole in the board. No need at all to remove the board. Most of the work is getting the boat into a position where the board can drop.
