That winch is toast. The cap has sheered right off of the hub it is supposed to be attached to. As someone else said, you can buy good used winches that size all day long for pretty short money. Check ebay, Craigslist and local marine recyclers and consignment shops. Try to find one with as little plastic in it as possible.
