M_Boats: Epoxy the holes?

Just ordered the Garhauer mount for my M-17. I'll guess the stern on Tipperary is solid fiberglass. When I drill for the mount... Should I oversize the holes, epoxy and redrill to proper size or just drill the 'glass for the correct bolts? And, should I use a sealant? Thanks as usual for all answers. Bill
