In many cases, the copyright ran out. In other cases, the original publisher gave the copyright back to the owner, who probably licensed it to Dover for a song. In any case, Dover is a wonderfully cheap source of knowledge. Unfortunately, they have few "classics", and if you are trying to learn something with the least amount of time & trouble, you are still better off paying more for these classics.
