Any idea why Quebec is in the list of "friendly states" <quote> A Competitor is not eligible for this Competition if he/she is a resident of the Quebec province of Canada, Iran, Cuba, North Korea, Sudan or Syria. </quote> S On 23 January 2013 13:23, Eric Angelini <Eric.Angelini@kntv.be> wrote:

I wondered this was a hangover effect from the myth of the 9/11 perpetrators crossing the border from Canada. (A day after the terror attacks ABC reported that U.S. authorities were checking on whether a group of the hijackers had crossed the border from Quebec en route to Jackman, Maine. As recently as 2009, Homeland Security Secretary Janet Napolitano repeated the suggestion.) Checking the U.S. Treasury's Specially Designated Nationals List (SDN), there are a couple of Quebec companies associated with Cuba therein but that doesn't strike me as out of the ordinary. The inclusion for Quebec has nothing to do with international politics. Many contests have such exceptions because Quebec has particularly onerous legal restrictions on sweepstakes competitions. See http://contests.about.com/od/sweepstakes101/f/VoidinQuebec.htm for more details. It's not clear to me that this contest actually falls under those laws, but obviously it's easier to be safe. There was a similar issue with the Netflix Prize a few years ago; they eventually reversed themselves and made Quebec eligible. -- Fred W. Helenius fredh@ix.netcom.com
Hello, I used to be from Quebec, I think it has nothing to do with those other countries, the main reason is that : In Québec there is a law for lotteries, contests, etc. where they have to pay a tax on the prize itself, since most of the time they don't even think of the trouble to make a chèque to pay the legal tax, they just put the province of québec apart, this is stupid, it has been mentioned a lot of times before. In québec the lotteries are managed by the government, you can organize a bingo, a lottery, a contest IF you pay a certain tax, as far as I know the amount is not big. best regards, Simon Plouffe
I thought it was 10% of the total, which does not seem like a small fee, especially for companies with less than 10% of their customers in Quebec. Charles Greathouse Analyst/Programmer Case Western Reserve University On Wed, Jan 23, 2013 at 12:52 PM, Simon Plouffe <simon.plouffe@gmail.com>wrote:

It happened before with Apple, they had a number of contests and some people remarked that the exclusion of Québec all the time because of that. ... In my opinion, this is (the nasa longeron problem), a publicity stunt, they are well aware of any solution, come on, this is P.R. only , just to prepare the contest itself is way up more expensive, plus all the publicity, etc. Just the poster, the preparation , the printing, all the other costs, is probably much more than 30000 $. That contest is a marketing study (in disguise), like all the contest everywhere in case you may not know. They want your name and location, your interest, your data, that's it. This is my own personal opinion of course. Best regards, Simon Ploufe
